Landowners 2010 Minutes

Sterling, Colorado, March 23, 2010

MINUTES of a meeting of the landowners of The North Sterling Irrigation District held in the Tennant Art Gallery in the Northeastern Junior College Student Center, in Sterling, Colorado, at 7:00 p.m., March 23, 2010.

Directors David Hernandez, David Breidenbach, James Aranci, and Secretary-Manager James Yahn were present.  There were approximately 18 landowners and tenants present.

President Hernandez called the meeting to order at 7:00 p.m.

Minutes of the landowners’ meeting held March 19, 2010 were read and approved.

President Hernandez welcomed everyone to the meeting, introduced the other directors, and manager and stated that the meeting was called for the purpose of discussing the maintenance and operation of the district.  President Hernandez then turned the meeting over to manager Jim Yahn.

Secretary Yahn began with a power point presentation.  Mr. Yahn provided an overview of the 2009 water year and gave an outlook for 2010.  Mr. Yahn relayed some of the highlights of the season stating that 2009 was 8th in most water diverted at 127,268 acre-feet, 5th lowest loss at 23.8%, 10th highest allotment at 1.65 af/acre, and 2nd in amount recharged at 12,704 acre-feet.  Mr. Yahn relayed that the total supply was 92,533 acre-feet, a total of 67,595 acre-feet was released from the reservoir, 51,497 acre-feet was delivered to the headgates and 13,310 acre feet or 23.8% was lost in seepage and evaporation.  Mr. Yahn informed the landowners that the reservoir was currently full and that snow pack for the South Platte Basin on March 1 was 78% of average.

Secretary Yahn presented the finances of the District showing graphs of the Income and Expense for 2009 and also the comparison of the income, expense, carry over, reserves, and the amount of loan for 2006 through 2009 and the budget for 2010.

Secretary Yahn gave an overview of the two major projects of 2009.  The two projects were the replacement of the inlet headgates and construction of the spillway and dam improvements.  Mr. Yahn explained the projects, presented the costs associated with the projects, and showed pictures of the construction processes.

Upon completion of the presentation Mr. Yahn answered questions from the people present and also gave a brief discussion on the possibility county bridge work over the inlet canal and the upcoming roundtable meeting.

At this time President Hernandez thanked everyone for coming.  There being no further business or questions to come before the meeting, it was adjourned at 8:10 p.m.
